Occurs when?
The bank uses this to report a failure when other codes cannot be used. This is for example the case when a national law (e.g. data protection law) does not allow the use of AC04, AM04, MD07, RR01, RR02, RR03 and RR04. In practice, MS03 will mainly mean that there is no money in the account for Belgian debtors. It is rarely used for another reason. In the Netherlands, most banks use the code AM04, which is the correct message to report that there is no money available.

It is advised to resubmit the collection at least once as this can always happen. And set up more advanced steps with automatic follow-up for the next collections.
